You can't get Fast result only by Article Submission.You Also need to Press Release,SBS Submission,Blog creation.Also Forum Discussion is a part of link Building.

No I don't think this is a good idea, reason for that, there are so many free articles directories whose link is more valuable and these links are index fast by search engine. Yes for long term SEO this is good idea.
