here's a good list of popular seo conferences:

The one's in red are the best ones, but as I remember pubcon was reportedly a bit of a disappointment this year. The popular ones are becoming overcrowded and expensive.

You should organise your own seo conference! Invite a few prestige speakers (to South Africa), publicise it and see what happens! You'd have to sink some serious money into it though, especially in the first years.
