The importance of the on page would depend upon certain specific parameters like Keywords, Description, Titles, H1/H2 tags etc.

This might have been true 5+ years ago, but it's not as important as 1) having a search engine friendly navigation 2) carefully themed content and internal linking structure 3) a carefully considered backlink campaign. Or has everything moved full circle since I last looked.... ?

well newbie i never heard for any tool for on page optimization. I think this should be done mannually to checxk weather what keywords should be best suitable for your site and if theier any link on your page is broken or not.so every thing we can do is mannual
